I don't really get the question. I assume you mean would you do it and is it going to have an affect.
If you mean would you do it, here is my answer:
I would NEVER EVER tell a 3 YEAR OLD to SHUT UP! That is mean. They are only 3. They might cry a lot but you cant tell them to shut up. I nearly lose my mind by having a 4 year old, a 2 year old and a 6 DAY old, because they cry more than one child would, but I have never told them to shut up!!!
Will it have an effect?
YES YES YES. If the mum keeps telling her to shut up, she will follow her footsteps by saying it all the time. So when she's older and if she goes round saying shut up, you'll know why.

The parent is not being a parent. If the child cries a lot they are not getting what they need... and I don't mean they're not getting what the want (a toy or a snack) but what they need (attention, caring, love, productive activities, medical attention, etc.).
Happy, healthy kids who are emotionally well adjusted don't cry all the time.
Good parents don't tell kids to shut up.
